Essential Qualifications:

We are looking for a group of fresh graduates who are willing to work with children, their community and local government authorities for facilitating Child Centered Community Development (CCCD) Approach. The CCCD is a core approach of Plan where children take the lead for identifying their issues, prioritizing their agenda, involving their community, participating in the social mobilization process and sharing their achievement within and outside their community.
To take part in this CCCD process you must have:
  • Masters (result must be published in 2012 or later) or equivalent qualification preferably in Social Science, Anthropology, Development Studies, Statistics or Mass Communication and Journalism;
  • a natural ability to facilitate children group and their community;
  • Willingness to be stationed at upazilla level in Gazipur (Sreepur), Lalmonirhat (Hatibandha), Dinajpur (Khansama), Nilphamari (Jaldhaka) district.

In co-ordination with the Grants Manager, the incumbent will work with The Asia Foundation partners to provide financial management assistance including setting up of accounting systems, policies and procedures. The responsibilities are included but not limited to:
  • Working with partner organization’s program and finance staff to ensure financial activities are carried out according to the agreement, policies and procedures set forth. 
  • Design and provide periodic training to partner organizations’ financial staff.
  • To work with partner organizations to ensure all financial reporting requirements are met on a timely manner.
  • Prepare cash projections, analyze fund status of partners and ensure funds are released as per the schedule
  • Ensure donor compliance requirements are fully adhered to.
  • Carrying out financial reviews and assessments of partner organizations.
  • Review budget proposals of grantees and sub contractors and develop letter of grants /contracts
  • Analyze financial reports, budget vs. expenses of respective partner, review any proposed changes of budget and plans, and develop amendment letters.
  • Assist Grants unit on any other financial matters or duties assigned by Grants Manager or Director- Finance & Grants
Key Requirements:
  • A minimum of Bachelors degree in Finance, Accounting or related fields.
  • Minimum 5 years proven work experience in financial management\Accounts in any international development organizations or donor organizations.
  • Knowledge of USAID rules and regulations
  • Strong organizational and administrative abilities.
  • Strong interpersonal skills and good verbal and written English communication skills.
  • Computer literacy required, including accounting software and spreadsheets.
  • Ability to work under pressure, respond to urgent needs, and to manage tasks independently.

Conduct a study to look for feasibility of interventions of
‘Generation Breakthrough (GB) Project’
Gender Based Violence (GBV), gender inequitable social norms and Sexual and Reproductive Health and Rights (SRHR) are closely related and often mutually reinforcing both in positive as well as negative ways. Boys, who grow up witnessing or experiencing violence by men against women, without this being challenged as unacceptable, learn that violence is an acceptable way of dealing with problems in relationships. Unquestioned male dominance and the notion of sexual entitlement by men over women are important risk factors for GBV in Bangladesh. Acts of GBV often go unrecognised as such as they are condoned within the gender order by men and women alike.
SRHR is a domain of social taboo in Bangladesh, especially for adolescents and young people. Sexuality, procreation and rights are not talked about at home or in school or only in terms of risks mainly affecting girls. Without adequate education on physical and mental changes during puberty, adolescents are left to their own devices to understand bodily facts or mental and emotional issues around friendships, relationships, desires, safe sex, sexuality, reproduction and HIV or other STIs. Many adolescents’ only source of information about sex is from pornographic material available through magazines, DVDs, TV, the internet or occasionally through friends and cousins: generally not information that promotes respectful, consensual, tender and pleasurable intimate relationships. As in any other country, adolescents in Bangladesh do experiment with sex and intimate relations during this phase of their life and without adequate information the risk of sexual violence, unwanted pregnancies, chances of attracting STIs and HIV are high.
With over one third of girls in Bangladesh – married or unmarried – experiencing a pregnancy before the age of 19, the chances of complications during delivery are considerable: maternal mortality remains very high in Bangladesh. In the absence of adequate information and RH services for unmarried adolescents, there is a great risk of unwanted pregnancies and subsequently often, unsafe abortions. In this context UNFPA Bangladesh has started the project having a multi pronged approach with the financial support from Embassy of Netherlands. In this project Plan International Bangladesh is playing the role of Umbrella NGO. Ministry of Education and Ministry of Women and Children Affairs are partnering with UNFPA for implementing the project activities at school and club respectively.
In this view, we are looking for a consultant to explore the feasibility of designed interventions of ‘Generation Breakthrough’ project in the project locations.
Expected Deliverables: The contracted agency/consultant is expected to produce a report on the findings of the study. The consultant will produce a complete final report on the review, findings and recommendations including detailing items mentioned in the attached ToR.  
Profile of the Consultant: The consultant is expected to have minimum Master Degree in any discipline with over three years consultancy work experience in country or abroad. The candidates who have experience in research/evaluation in the area of Gender Based Violence (GBV) and Adolescent Sexual Reproductive Health (ASRH) related program will be preferred. Other expected competencies are in attached ToR.

Internal Auditor @ Care Bangladesh

Position Title, Location & Contract Duration
Internal Auditor (1 position) for Internal Audit Department
Location: Based at Dhaka, CARE Bangladesh Headquarters
The duration of the proposed contract will be for five years.


I.             Job Summary:  
The internal auditor is required to apply his/her practical and educational auditing knowledge and assist IAD management in undertaking audits, investigations and risk assessments. Under direct supervision of the senior auditor, he/she will execute audits to evaluate the degree of compliance with the control systems and generate report on control & compliance weaknesses and submit to the management for reviewing. He/she will also assist IAD management in preparing audit plan through collecting data from different units and field offices for assessing the priority areas to be examined considering the degree of risks involved. The incumbent will also conduct regular administrative activities like preparing budget, filing & documentation, summarizing activity reports etc.    

II.           Responsibilities and Tasks:  
Responsibility # 1: Plan CO Audit

  • Assist in distributing Audit Need Assessment (ANA) throughout the CO in consultation with the management.
  • Input data received from field and help in preparing the Annual Audit Plan in accordance with the ranking of risk assessed in the ANA process.

Responsibility # 2: Compliance Checking – Operational Control

  • Carry out audits as per the annual plan and as per management’s instruction to ensure that organization resources are not misappropriated.
  • Visit the sub offices to ascertain uniformity of their systems and controls with those of CBHQ.
  • Facilitate internal and external audit of all Program Support departments
  • Provide IAD management with Information on the adequacy of Internal Control, policies and procedures
  • Analyze work process flows, recommend improvements and highlight redundancies within the system
  • Report to the supervisor and upon authorization implement changes within the mission where non-compliance is evident.

Responsibility # 3: Compliance Checking– Policies & Procedures
20%
  • Perform physical checking to ensure that all mission generated policies and procedures are followed and in compliance.
  • Assist management in performing regular surprise and planned checks on all mission departments to ensure policy compliance.
  • Ensure that CARE Bangladesh meets fiscal rules/regulations set by the Government of Bangladesh time to time.

Responsibility # 4: Audit report preparation
10%
  •  Discuss audit observations and findings with the respective functional managers.
  •  Prepare detail audit reports highlighting the internal control strengths/weaknesses and comments/ recommendations on operational improvements. Submit the report and related work file to supervisor for reviewing.
  • Follow-up implementation status of the audit recommendations

Responsibility # 5: General and Other duties
10%
  • Assist IAD management in arranging training/workshop for the CO staff regarding audit and rules & regulations issues. 
  • Conduct departmental administrative works like preparing budget, PR, documentation etc.  
  • Perform other duties as assigned, like investigations, spot checks, special review works etc.

It is a position based in CARE Bangladesh Head Quarter in Dhaka with approximately 75% travel to CARE field offices and Partner NGOs.

V.          Qualification:  
Bachelor’s Degree in Accounting/Finance with a minimum of 4 years professional auditing experiences. PE-I/ Knowledge level/CMA/ ACCA full/partly qualified is preferable.
VI.          Core Competencies:  
Comprehensive practical understanding of the latest basic accounting & auditing standards and principles in light of IAS, ISA, GAAS, GAAP, the finance act, and the rules & regulations of the Government of Bangladesh including Tax & VAT policy.
Excellent written and verbal communication skills in English and Bangla, as well as ability to write clear audit reports, to analyze and interpret data, and to prepare spread sheets.
Well conversant with Microsoft Office and accounting/auditing software.

Candidates need to be highly motivated and committed to CARE Bangladesh’s vision, mission, and long term development work to significantly improve the lives of the most vulnerable and marginalized.
